Document Description
The County of Fresno (County) Department of Public Works and Planning proposes to construct the CMAQ - Adams Avenue Shoulder Improvement: 0.25 mi. w/o Locan Avenue to Academy Avenue (Project). The purpose of the Project is to reduce airborne particulate matter associated with unpaved shoulders on County roads. The Project would reduce the amount of particulate matter in the air caused by passing traffic using the dirt shoulders and promote achieving attainment criteria in the County as it pertains to air quality standards. The overlay will extend the life of the existing pavement. The Project is needed to address the poor pavement condition, unstable dirt shoulders, and poor air quality as a result of airborne particulate matter associated with unpaved shoulders. The Project is funded by the Congestion Mitigation and Air Quality (CMAQ) Improvement Program, which is administered by the California Department of Transportation (Caltrans). The Project will be constructed in two phases: First for utility improvements at the ditches and canal and second for making road and shoulder improvements on Adams Avenue. The general depth of excavation will be up to 2 feet. The maximum depth of excavation is 15 feet for the utility improvements. The alignment or number of through-lanes will not change. The staging area(s) will be proposed by the construction Contractor and may be within the County's existing right-of-way or on private property. Permanent right-of-way acquisition and temporary construction easements are anticipated. Right-of-way acquisition is needed to realign the access roads of CID and make utility improvements; however, further investigation is required. Right-of-way acquisition is anticipated on 11 parcels for approximately 3.5 acres of right-of-way take. Relocation is anticipated for existing utilities, signs, and fencing or gate structures; however, further investigation is required. Some tree and vegetation removal (e.g., clearing and grubbing) is anticipated.

The project will not change the alignment of the road or increase the number of through-lanes; therefore, no permanent traffic impacts will occur. Some removal of trees and vegetation will be required; however, no relocation of buildings, homes, or businesses will be required. There will be no impacts to biological, cultural or historical resources.
