Document Description
This project will install a new water storage tank to increase Parlier’s drinking water storage capacity and reliability during drought conditions. This additional tank is needed to maintain water pressure reliability for Parlier’s water system and strengthen Parlier’s drought resiliency. This project will also relieve stress on the existing water wells that are connected directly to the water distribution grid. Parlier’s water system is one where the water wells feed the water system grid directly. The existing water wells operate continuously to meet real-time water demand, rather than at more controlled intervals typical of water wells connected to storage tanks that only turn on when the water level in the tank drops below a certain point. Installing the new water storage tank will provide Parlier with an additional layer of protection against the threats of drought. Increasing Parlier’s water storage capacity will afford Parlier the opportunity to implement emergency water usage cutbacks during drought conditions and prolong drinking water delivery to all residents for more extended periods of time. Without the added storage capacity, the entire community of Parlier will continue to face the threat of losing access to drinking water when our region’s water table drops during periods of drought.

Reasons for Exemption
This project will consist of a surface installed water storage tank located at the northeast corner of Parlier Avenue and Zediker Avenue, adjacent to and connected to the existing Water Well 5A. The proposed improvements are consistent with the existing municipal water infrastructure at the site. There will be limited ground disturbance, which will consist of minor grading for the construction of the concrete foundation for the new water storage tank, the installation of perimeter fencing, and the connection of the tank to the existing water well. Previous investigations done for the project location have not identified any biological or cultural resources. Therefore this project is not reasonably expected to have a significant effect on the environment due to unusual circumstances.
