Document Description
The proposed project activities include the replacement of the backup electrical power generator and small-scale maintenance and improvements of facilities at the NEU Station 40-Smartsville state property. A new propane-powered generator will be placed on the existing pad/enclosed area where the current generator is located. A new 1000-gallon propane tank with in-ground protective bollards will be installed to fuel the new generator. The new propane tank will be installed on a new 20’x10’ (or smaller) pad constructed of either gravel, asphalt, or concrete over the existing soil surface. Pipe installation will require minor trenching (less than 50’ projected) at 18-24” depth below soil to connect the propane tank to the new generator. Less than one acre of soil will be disrupted for all project work. Trenched areas will be backfilled to original grade and no change in drainage pattern will occur. Minor maintenance and repair activities will occur to infrastructure and immediate areas of the parcel. These activities may include irrigation or water service maintenance and repair, installation of new sprinkler systems, painting of structures, concrete and asphalt sealing or replacement, window replacements, repair or replacement of roofs and gutters, and installation of drainage features.

Reasons for Exemption
This project fits under portions of four classes of Categorical Exemptions to CEQA: Class 1 (Existing Facilities), Class 2 (Replacement or Reconstruction), Class 3 (New Construction) and Class 4 (Minor Alterations to Land). All project activities will occur within previously disturbed areas. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, utilities and service systems, or to wildfire risks. Documentation of the environmental review completed by the Department is kept on file at the Nevada-Yuba-Placer Headquarters in Auburn.
