Document Description
The Project encompasses a total length of approximately 95,403 linear feet, or 18.08 miles, of existing local street segments. The Project would occur in five Pavement Management Zones: Zones 2, 9, 21, 26, and 29 (Zones). Within each Zone, the Project would remove and replace slotted longitudinal gutters; adjust infrastructure manholes and covers (i.e., sewer, storm drain, telecommunication, and water valves) to grade; upgrade selected existing ramps to Americans with Disabilities Act (ADA) standards; install new selected ADA ramps that are not currently in place within the Project Site; remove and replace signing and striping; and install new traffic signs and posts. Proposed pavement improvements include 1.5-inch grind and overlay, asphalt concrete (AC) removal and replacement, cape seal, AC removal with concrete replacement, and type II slurry.

The Project would occur in five Pavement Management Zones: Zones 2, 9, 21, 26, and 29 (Zones). Zones 2 and 9 are located in the northwestern portion of the City. Zone 2 includes street segments in the area bound by Cecilia Street and the City of Downey to the north, I-5 to the northeast, Union Pacific Railroad to the southeast, Firestone Boulevard to the south, and Studebaker Road to the west. Zone 9 includes street segments in the area that is adjacent to and south of Zone 2 and is bound by Firestone Boulevard to the north and east, Imperial Highway and Studebaker Road to the southeast, Foster Road to the south, and I-605 to the west. Zone 21 encompasses the alley east of Studebaker Road between Liggett Street and Excelsior Drive. Zone 26 encompasses two alleys: one on Molette Street between Ferina Street and Allingham Avenue; and the other that is east of Studebaker Road between Barnwall Street and Hayford Street. Zone 29 is in the southeastern portion of the City and encompasses street segments in the area bound by Excelsior Drive to the north; Bloomfield Avenue to the east; Alondra Boulevard, 160th Street, and the City of Cerritos to the south; and Norwalk Boulevard to the west.

Reasons for Exemption
The Project would involve roadway rehabilitation, including the repair, maintenance, and minor alteration of existing pavement on various existing local streets throughout the City. The Project involves the removal and replacement of curb-gutter segments, sidewalk segments, driveway aprons, AC, and signing and striping on existing local streets throughout the City. The newly paved streets would be in the same locations and would have the same purpose and capacity as the existing streets.
