Document Description
Ishi Conservation Camp is located at 30500 Plum Creek Rd, Paynes Creek, CA 96075. This project includes two components. The first portion will be to remove existing asphalt and replace with new asphalt along the roadway north of Plum Creek Bridge to the Conservation Camp (CC) entrance gate. The asphalt to be replaced is approximately 850 feet in length and is 0.5 acres. Once asphalt and base are removed, the subgrade will be scarified, moistened, and compacted before the placement of new base course. New asphalt will lay within the same footprint as the existing asphalt. The second portion will include the construction of two new concrete slabs near the southern edge of the facility. The two concrete slabs will approximately 10 feet by 140 feet (1200 sq ft) and 50 feet by 90 feet (2800 sq ft), respectively.

Reasons for Exemption
This project fits under portions of Section 15304, Class 4 Minor Alterations and Section 15302, Class 2 Replacement or Reconstruction because the change to the land will be minimal under this project. CALFIRE proposes to remove and replace existing failing asphalt in addition to constructing two concrete slabs. No other work is proposed. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for the proposed Ishi Concrete and Asphalt Project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture, and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, utilities and service systems or wildfire. Documentation on the environmental review completed by CAL FIRE is kept on file at CAL FIRE’s Tehama-Glenn Unit Headquarters. This Project as proposed would not expected to result in a significant impact on the environment.
