Document Description
The Midpeninsula Regional Open Space District’s (District) radio system requires upgrades as the equipment is reaching end-of-life and manufacturers are no longer fabricating replacement parts or providing support. To upgrade and modernize the radio system the District proposes to replace an existing Very High Frequency (VHF) Analog Conventional System with a P25 Digital Conventional System.

Reasons for Exemption
Class 1 exempts the operation, repair, maintenance, or minor alteration to existing public or private structures or facilities that involve negligible or no expansion of use; including existing facilities of both investor and publicly-owned utilities used to provide electric power and other public utility services. The Project would include minor alterations of existing radio facilities and does not propose an expansion of use.
Class 2 exempts the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including existing utility systems and/or facilities involving negligible or no expansion of capacity. The project includes the replacement of radio equipment at existing telecommunication towers. Upgraded radio equipment will remain within the footprint of existing utility infrastructure, and the proposed project will not result in an expansion of capacity.
