Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Retailer cannabis license submitted on 11/30/2018, by BLUM SAN LEANDRO. The Project will consist of a medical cannabis dispensary that is proposing to operate a new dispensary with manufacturing and production kitchen at 1911 Fairway Drive. Blum San Leandro is proposing to occupy an approximately 13,015 square foot existing industrial building with secure on-site parking. Blum San Leandro will be the sole occupant of the building and the site and will operate seven days a week from 9:00 a.m. to 8:00 p.m. Manufacturing at the site will include cannabis extracts, such as oils and the kitchen will produce edible goods. Per the municipal code, a medical cannabis dispensary is permitted to have limited manufacturing of cannabis products. The single-story industrial building on the subject site, comprising of approximately 13,015 square feet, was constructed in 1968.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
