Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed Inland Empire Regional Composting Facility (IERCF) Curing Row 9 Roof Failure Repair Project, Project No. RA24006.00 has been determined to have no potential to cause significant adverse effects on the environment and will ensure that the IERCF composting operations can be carried out in a safe and efficient manner. Categorical Exemption Class 1 exempts “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment... involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.” The proposed repair and rehabilitation of the IERCF roof have been determined not to have a potential to cause significant adverse environmental effect. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 1 Exemption.
