Document Description
The purpose of the proposed project is to replace and upgrade the existing DeviceNet communication system at RP-1 in order to better support future DeviceNet to Ethernet I/P communications with Parallel Redundant Protocol (PRP) network capabilities. This will better support future communications in support of operations.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed project consists of installing a new DeviceNet communication system at RP-1 to replace the existing system with a more efficient one. This proposed project has been determined to have no potential to cause significant adverse effects on the environment and will ensure that future operations at RP-1 can be conducted without significant adverse impact. Categorical Exemption Class 2 exempts “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to:” (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The exceptions to the issuance of a Class 2 categorical exemption have been evaluated for the proposed project. The proposed project has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 2 Exemption.
