Document Description
The City of Rosemead, in conjunction with the Los Angeles County Metropolitan Transportation Authority and Caltrans District 7, has commissioned the I-10/Rosemead Boulevard Freeway [Westbound] Ramp Improvements (“Project) to improve the Westbound on and off ramps intersections on either side of Rosemead Boulevard. The project will consist of reconfiguring of the northbound travel lanes to separate the right turn movements on Rosemead Boulevard to the Westbound Interstate-10 freeway ramp from the through lanes and the reconfiguration of the ramps on the west side of Rosemead Blvd to improve operational efficiency and create ramps similar to several interchanges to the west like San Gabriel Boulevard, Del Mar Avenue, New Avenue, and others. All improvements will be in the Caltrans right-of-way and no additional right-of-way will be taken as a part of this Project.

Reasons for Exemption
Section 15301, Class 1 of the California Environmental Quality Act guidelines consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The key consideration is whether the project involves negligible or no expansion of use. Examples include but are not limited to Section 15301(c), which exempts existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes). The purpose of the project is to relieve congestion and reduce excessive queues in the northbound direction of Rosemead Boulevard and not to increase the capacity of vehicles traveled. Per Caltrans Transportation Analysis under CEQA - First Edition, project types not likely to lead to a measurable and substantial increase in vehicle travel include the installation, removal, or reconfiguration of traffic lanes that are not for through traffic, such as left, right, and U-turn pockets, two-way left turn lanes, emergency truck pullovers, or emergency breakdown lanes that are not utilized as through lanes. As a result, the Project involves negligible or no expansion of use. Accordingly, the project is classified as a Class 1 Categorical Exemption, pursuant to Section 15301(c) of California Environmental Quality Act guidelines.
