Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Specialty Outdoor Cannabis Cultivation License. This project will involve the outdoor cultivation of up to 5,000 square feet of mature cannabis. The proposed project is a commercial cannabis operation located at 15577 Keson Place in Grass Valley, APN: 025-150-007-000. The project is located on a rural 12.22-acre parcel in an Agricultural zoning district. The proposed use is consistent with this designation. This approval is for 5,000 square feet (sf) of outdoor canopy for cannabis cultivation and 1840 sf for immature plants. Existing structures will be used for pesticide & agricultural chemical storage and for harvest storage.
The site is accessed by an existing road and is served by an existing well for water and an existing septic system for sewage disposal. There are no waterways or other environmentally sensitive areas that would be impacted by the proposed activity. An existing residence is found on the parcel.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
