Document Description
Cal Poly SLO is proposing to conduct sub-grade testing within an approximately one-acre area, previously used for construction disposal, within the approved Water Reclamation Facility project footprint. The purpose of the testing is to identify and characterize the material stockpiled in that area, so as to determine disposal methods and options during construction of the approved Water Reclamation Facility project. Test pits would be conducted over the area, every 10 to 20 feet, for a period of one week (40 hours).

Reasons for Exemption
Consistent with Class 6 exemption requirements, the primary purpose of the proposed activity is to collect information needed to identify any existing hazardous materials associated with previous use of the site, within an area approved for substantial grading as part of the Water Reclamation Facility project. Additionally, the activity qualifies for a Class 4 exemption because the proposed action would be limited to preparation of test pits on vacant land that is covered with non-native vegetation and described as "developed" in the Water Reclamation Facility Environmental Impact Report. Because the proposed activity would involve limited land disturbance using an excavator for the purpose of testing soil conditions, the proposed activity does not trigger any of the exceptions listed under CEQA Guidelines Section 15300.2. Additionally, per the criteria contained in the common sense exemption, it can be seen with certainty that there is no possibility that this activity may have a significant effect on the environment
