Document Description
The proposed project involves the construction of a new, all-inclusive playground at the site of the former swim hole. The construction area is approximately 1 acre in size. The project is located within the larger 63± acre Gibson Ranch Regional Park, approximately 370-feet east of Gibson Ranch Park Road. The project proposes to grade (fill in the old swim hole) approximately 27,903 square feet or 0.64 acres for the development of a playground. Grading will involve the placement of 1,245 cubic yards of soil as fill and the elevation will rise approximately 10-feet to 90-feet above sea level. The playground will include concrete pathways, synthetic safety surface, play equipment, picnic tables and stormwater drainage infrastructure and new landscaping.

Reasons for Exemption
The project is occurring on a disturbed site that was a former swimming hole that has been decommissioned and partially filled. Implementation of the proposed project will result in 17% encroachment of two native oaks located in the southwest outer boundary of the project; no tree removal is proposed. Class 3 exemptions consist of construction of new, small facilities or structures and the proposed playground falls under this exemption class. Class 4 exemptions consist of minor public or private alterations in the condition of land, which does not involve removal of healthy, mature, scenic trees, including grading on land with a slope of less than 10%. The proposed grading would be minor and within the scope of exempt grading described within Class 4 exemptions and is therefore exempt from the provisions of CEQA.
