The project's southern end starts in Willits about 125 feet south of the intersection centerline of Redwood Highway/Main Street and State Route 20. The project travels north through downtown Willits along the western side of Redwood Highway (South Main Street, Main Street, and North Main Street) and ends 300 feet south of the northern city limits, south of the intersection with US 101 Willits Bypass.

Reasons for Exemption
The CPCN states that the applicable CEQA exemptions for this project may include Class 1 and 3. Class 1 includes the operation, repair, maintenance, leasing or minor alteration of existing public or private structures and facilities, with negligible or no expansion of an existing use. This includes existing facilities used to provide public utility services. 14 CCR § 15301. Class 3 includes the construction including water main, sewage, electrical, gas and other utility extensions of reasonable length to serve such construction. This includes the construction of limited numbers of new small facilities or utility extensions. 14 CCR § 15303. The project would qualify for one of these Categorical Exemptions because: 1. There is no reasonable possibility of a significant effect on the environment due to unusual circumstances; 2. There are no significant cumulative impacts from projects of the same type will result; and 3. Based on a review of existing information, the high level of disturbance and development along the alignment, and results of field surveys, the project will have no impacts on a uniquely sensitive environment. (Guidelines § 15300.2.)
