Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMSMEN-44599-R1C, pursuant to Section 1602 of the Fish and Game Code to Jackie Dixon, representing California Department of Parks and Recreation (State Parks) – Sonoma-Mendocino Coast District. The project is limited to 1 encroachment for parking area improvements on the north side of Orr Springs Road at the top of the bank of South Fork Big River. The improvements will include a 100’ long by up to 2’ high concrete retaining wall topped with a 4.5’ high wooden fence, 2,109 square feet of paved parking area, and 308 square feet of gravel path. In addition, erosion controls will be installed on the bank below the retaining wall.

Reasons for Exemption
The Dixon Parking Area Improvement Project meets the criteria for categorical exemption type Class 1, California Code of Regulations, title 14, section 15301 because the project is to improve existing parking facilities and direct California State Park Visitors toward developed State Park infrastructure. The project is limited to the existing parking area and the immediate adjacent areas currently affected by State Park visitor use of the parking area. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
