Document Description
The Board of Harbor Commissioners approved a Joint Revocable Permit with Los Angeles County Metropolitan Transportation Authority (MTA) to allow for a supplemental phase II environmental site assessment on Joint Ports' right-of-way (formerly known as the UPRR (Union Pacific Railroad) San Pedro Branch), from the intersection of the UPRR La Habra Branch (Randolph St.) in Huntington Park to the intersection with MTA's right-of-way (former Pacific Electric Line) immediately north of Rosecrans Avenue in Paramount to support the design of the Southeast Gateway Line Project. Soil samples will be collected by hand auger and/or direct push technique with borings backfilled with excavated soil and/or bentonite pellets. This agreement will be effective upon execution by all parties and is revocable by any party upon sixty (60) days' written notice to the other parties.

Section 15306 Information Collection (Class 6): The Class 6 Categorical Exemption consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. The project involves includes a supplemental phase II environmental site assessment to analyze soil conditions to support the design of the Southeast Gateway Line Project and does not result in a serious or major disturbance to an environmental resource. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of the categorical exemption CEQA Guidelines Section 15306 (Information Collection); therefore, the Project is exempt from CEQA and no further environmental review is required.
