Description of nature and purpose of the Project: EASEMENT VACATION to vacate a total of 448.32 linear feet (0.0802 acres) of public utility storm drain easement located on four private parcels at Prairie Mound Way and Manzana Way: (Assessor's Parcel Numbers) 586-160-3300, 586- 385-1200, 586-385-1300, and 586-385-0700. The Manzana Water and Storm Drain Replacement realigned approximately 830 linear feet of new storm drain to connect to an existing reinforced concrete pipe located at the intersection of Deep Dell Road and Manzana Way. No construction Is proposed with this project and the area is already developed with residential buildings. The project site Is within the Airport Overlay Zone (San Diego International Airport and Naval Air Station North Island) and the ALUCP Airport Influence Areas Review Area 2 (San Diego International Airport and Naval Air Station North Island). Additionally, the project is In the Parking Standards Transit Priority Area, the Transit Priority Area, and the Affordable Housing Parking Demand. Council District 4. LEGAL DESCRIPTION: Assessor's Parcel Numbers 586-160-3300, 586-385-1200, 586-385-1300, and 586-385-0700.

Reasons for Exemption
Reasons why project is exempt: The City of San Diego determined that the project would qualify to be exempt from CEQA pursuant to Section 15061 (b)(3). The activity (easement vacation) to remove an access easement that is no longer needed to access the City storm drain pipeline is a common sense exemption (Section 15061 (b)(3)) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment. The project does not propose any changes to the physical environment as it is only a removal of an easement located on private property which is already developed with residential uses, and no physical change would result. No development Is proposed. Therefore, there Is no possibility of a significant effect on the environment resulting from the removal of the easement. The site is not included on any list compiled pursuant to Government Code Section 65962.S for hazardous waste sites.
