Document Description
The Carrillo Gymnasium, located at 102 East Carrillo Street, was designed by architect Julia Morgan in 1926 and is designated as a City Landmark. Adjacent to the Carrillo Recreation Center, the Carrillo Gymnasium has been a key recreation facility in the heart of Santa Barbara’s downtown. The purpose of the Project is to in-kind repair the building façade, waterproof the building exterior, complete the replacement of windows, paint the interior and exterior, and conduct a structural review. The building’s exterior walls and decorative columns have dispersed degradation that is anticipated to increase in severity with time if not repaired now. The building has water intrusion in ceilings and/or walls on all levels that need to be addressed. Additionally, given the age and construction of the building, a structural review is needed as a life and safety precaution. This repair and maintenance work will preserve the building until complete building renovation can be completed at a future date.

Reasons for Exemption
CEQA Guidelines Section 15301 (d) Existing Facilities. This Project meets Section 15301 Existing Facilities Class 1 categorical exemption, because the repair and maintenance of the Carrillo Gymnasium to meet current standards of public health and safety by performing restoration and rehabilitation of damaged or deteriorated facilities or structures. Archaeology. The Project is in the Spanish Colonial & Mexican (1782-1849) and the Hispanic-American Transition Period (1848-1870) Archaeological Sensitivity Areas. Although the Project is in these sensitivity zones, there is no ground disturbance or grading associated with the Project, therefore, the effect on archaeological resources is considered less than significant. Historic Structures. The Carrillo Gymnasium is a designated City Landmark located in the El Pueblo Viejo Landmark District. Nicole Hernandez, City Architectural Historian, has been consulted on the proposed work and has been notified of construction commencement. The Gymnasium is located next to another City Landmark, the Margaret Baylor Inn/Lobero Building at 924 Anacapa Street. The block also contains other City Landmarks such as the Cota-Knox House, Buenaventura Pico Adobe, Canedo Adobe, and one Structure of Merit, the Bonilla Residence, an El Presidio Site. Given that the Project will repair/maintain the existing historic building and not have an impact to the adjacent historic resources, the effect on historic structures is less than significant. Parks and Recreation. The Carrillo Gymnasium is a Parks and Recreation facility. Per Parks and Recreation, the gymnasium will be closed to the public throughout the duration of construction. Given that the necessary repair work will address safety concerns, the short-term impacts to this recreation facility are considered less than significant. Noise. The short-term noise related impacts associated with construction will comply with the City’s Noise Ordinance. No work will be allowed outside of the authorized working hours of 7 AM to 5 PM, Monday through Friday. Therefore, the noise effects are considered less than significant. Visual. While there are aboveground features of the Project, all repair and maintenance work will be consistent with the existing historic character of the building and will not conflict with the surrounding El Pueblo Viejo District. Therefore, the effect on visual resources is less than significant. In conclusion, the purpose of the Project is to repair failed waterproofing and prevent further damage to the historic building through repair and maintenance activities. The Project is not anticipated to result in any significant impacts towards the environmental resources, therefore, the Public Works Department recommends that the Case Planner consider this Project as exempt, as defined in the CEQA review process classified under the Class 1, 15301 (d) Existing Facilities categorical exemption of the CEQA Guidelines.
