Document Description
The Alameda County Flood Control and Water Conservation District (District) project proposes to improve Elmhurst Creek (District’s Zone 12 Line M) between Baldwin Street to downstream of the Union Pacific Railroad (UPRR), in Oakland. The existing 28-foot to 38-foot wide trapezoidal earthen channel, with approximately 15-foot wide bottom, will be converted to a uniform approximately 35-foot wide rectangular channel with earthen bottom. Reinforced concrete sheet pile walls will be installed along the existing top-of-bank, generally, on both sides of the channel. Downstream of the UPRR bridge and existing box culvert, an approximately 54-foot long concrete trapezoidal channel will be installed to transition between the existing box culvert and the rectangular channel. Additional work will include modifying two existing stormwater culvert outfalls to finish flush with the new sheet pile wall and fitted with new flap gates. There will be a net increase to aquatic habitat when the channel is converted from a trapezoidal channel to rectangular channel. The purpose of the project is to restore the channel and improve flood conveyance.
