The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Article 19 – Categorical Exemptions, Sec. 15301, Class 1 – Existing Facilities of the CEQA Guidelines, which involve “negligible or no expansion of an existing use.” The proposed project falls under this Class 1 exemption for existing facilities because it will not cause the expansion of an existing building. The proposed project further falls under Sec. 15311, Class 11 – Accessory Structures of the CEQA Guidelines which specifically exempts projects which consist of the construction or placement of minor accessory structures, including on-premise signs.
