Plumtree Drive Street restoration and resurfacing beginning at Bear Mountain Boulevard intersection proceeding north crossing 4th Street intersection, Grapevine Drive intersection to Orchard Drive intersection (Approximately 4,700 lineal feet) will occur within the existing right-of-way and between existing curb lines. Removal, demolition, installation of new aggregate base will not exceed twelve (12) inches in depth for the entire length of the project. The project consists of the demolition of approximately 87,839 square feet of existing asphalt, installation of new aggregate base from Bear Mountain Boulevard to the intersection of Orchard Drive, replacement of three (3) existing commercial driveways, upgrade and replacement of existing sidewalks without change to the curb line, restriping of Plumtree Drive, installation of ADA Ramps, minor fence relocations, encroachment permits from the City Engineer and Cal Trans District No. 6.

Reasons for Exemption
The Plumtree Drive renovation and reconstruction, Section 15301 Existing Facilities, from Bear Mountain Boulevard to Orchard Drive will occur within the existing right-of-way and between existing curb line. In addition, the renovation and reconstruction of Plumtree Drive can be seen with certainty that there is no possibility that it will have a significant effect on the environment, as the proposed renovation and reconstruction of Plumtree Drive will occur within existing curb lines and depth disturbance will not exceed twelve (12) inches. The Plumtree Drive renovation and reconstruction, (CEQA Guidelines § 15061(b)(3)), is not located next to any scenic highway or resources; nor located on a hazardous waste site which is included on any list compiled pursuant to Section 65962.5 of the Government Code; the street renovation and resurfacing of Plumtree Drive do not affect any site that could qualify as historical resources; no structures are to be demolished due to renovation and resurfacing of Plumtree Drive; nor will the street renovation and resurfacing will not have a significant adverse impact on a historic resource. The City Council finds that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines Section 15300.2 apply to the Plumtree Drive renovation and resurfacing of Bear Mountain Boulevard to Orchard Drive. For all the foregoing, including evidence in the administrative record, the City Council of the City of Arvin sites Section 15301 Existing Facilities and General Rule Exemption Section 15061(b)(3).
