The installation of transit stop with bicycle parking at 4th Street east of Walnut Avenue is a Class 3, Section 15303, is the construction of a transit stop with bike parking is the construction of a new small structure and is a Class 3, Section 15332 In-Fill Development – the project is consistent with the General Plan – Circulation Element and Title 17 Zoning, is within the City Limits, the 4th Street installation of a transit stop with bicycle parking site has no value as habitat for endangered , rare or threatened species, the project will not result in any significant effects relating to traffic, noise, air quality, or water quality and finally the project can be adequately served by all required utilities and public services.
