The CAAP contains Greenhouse Gas (GHG) reduction targets, and strategies to reduce GHG emissions. As such, it is an action for the protection of natural resources (Section 15307). Further, it can be seen with certainty that there is no possibility of that adoption and implementation of the Plan will have a significant negative effect on the environment (Section 15061(b)3).
