The project includes site preparations for the eventual installation of two modular trailers to provide needed space for the Department of State Hospitals at Napa. Site work includes minor earthwork and grading, concrete and masonry work, and installation of infrastructure such as sidewalks, sewage, drainage, water, electrical, communications at an existing site. The trailers are prefabricated and will provide space to accommodate video conference patient adjudication, counsel visits, and family and friends' visits.

Reasons for Exemption
Class 4 consists of minor public land alterations in the condition that site work will have negligible effects on the environment. While the Napa State Hospital is a historic era facility which meets the criteria for listing of historic resources, the project lies outside of the historic district and it is limited in scope, the work will not have an adverse effect on the district. The State confirms that no exceptions apply which would preclude the use of an exemption for this project. The project will not have a significant effect on resources in the area.
