Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-TRI-45773-R1, pursuant to Section 1602 of the Fish and Game Code to Mr. Robert Ruffino. The project is limited to four encroachments. One encroachment is to upgrade existing undersized culvert. Work will include excavation, culvert removal and replacement, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. Two encroachments are to decommission unpermitted water diversions from Grapevine Creek. Work will include complete removal and lawful disposal of previously used water diversion infrastructure. The other encroachment is to maintain an existing onstream pond with an adequately sized culvert spillway. Work will include development and implementation of a CDFW approved bullfrog management plan.

Reasons for Exemption
The project will authorize removal of two existing but unpermitted surface water diversions, upgrading and existing but unpermitted stream crossing and maintenance on an existing pond spillway. Work on existing facilities was conducted without a Streambed Alteration Agreement (Fish & Game Code [FGC] Section 1602). There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
