Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Mixed-Light Tier 2 commercial cannabis license. The Project will consist of 7,679 square feet (sf) of existing mature mixed-light cannabis canopy, comprised of three existing greenhouses and three proposed greenhouses, 3,100 sf of immature canopy, 1,641 sf of support structures, for a total designated area of 12,420 sf. Water for the Project would be provided from an onsite well. An onsite septic system would serve the Project’s domestic wastewater needs. Access to the Project site would be via a private road that branches off Barker Valley Road. Proposed activities include installation of three 2,500-gallon water storage tanks, two 5,000-gallon water storage tanks, and one 3,000-gallon water storage tanks as well as additional grading near the existing greenhouses, and installation of three 100’x30’ greenhouses for mature canopy to replace the eight 6’x100’ hoop houses. Road improvement components will be limited to the resurfacing of the existing road to reduce disturbed area. Power for the Project site is provided through an existing connection to Trinity Public Utility District’s grid, which also powers the pump through which water is pumped to the storage tanks from the onsite well. The applicant conserves power by using LED lighting.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
