The proposed action involves approval to advertise and award a construction contract to upgrade an existing 12-inch force main along Jamacha Boulevard with a dual 18-inch force main of approximately 4,500 linear feet, and replacement of a deteriorated gravity sewer main of approximately 400 linear feet located west of Grand Avenue and Sacramento Avenue. The updated infrastructure includes new sewer maintenance holes, new piping work at the pump station yard, and new sewer plug valves. Construction will occur within existing disturbed or developed areas and pathways.

Reasons for Exemption
Section 15301 of the CEQA Guidelines exempts from CEQA review actions consisting
of the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.” This includes publicly owned existing facilities used to provide sanitation services. The key consideration in applying this exemption is whether the proposed activities involve expansion of an existing use. The proposed project consists of award of a construction contract to allow for rehabilitation of existing sewer facilities. Therefore, the project is categorically exempt in accordance with Section 15301 of the CEQA Guidelines because it involves the maintenance of existing public facilities, involving no or negligible expansion of existing use.
