Document Description
The project would upgrade existing sports field lighting, install new sports field lighting, install electric vehicle (EV) conduits, and provide drainage improvements at the Rancho Bernardo Community Park. The lighting upgrades would include installation of Musco sports field lights, relocation of existing Musco sports field lights, pathway security lighting, replacement of damaged lights with new LED fixtures, and associated lighting appurtenances. In addition, EV improvements would install electrical conduits for future EV parking stalls. The project would also include grading enhancements, drinking fountain repairs, landscape, and irrigation improvements. The project occurs adjacent to the City's Multi-Habitat Planning Area (MHPA), and will be required to comply with the MHPA Land Use Adjacency Guidelines as specified in Section 1.4.3 of the Multiple Species Conservation Program's (MSCP) Subarea Plan.

The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth In CEQA State Guidelines, Section 15301 [Existing Facilities], which allows for repair, maintenance and minor alteration of existing public facilities and topographical features involving negligible or no expansion of existing use including existing sports lighting upgrades, drainage improvements, landscaping and Irrigation; 15302 [Replacement or Reconstruction], which allows for replacement or reconstruction of existing structures and facilities involving negligible or no expansion of capacity including light fixtures replacement, drinking fountain repairs, landscape, and irrigation improvements; 15303 [New Construction or Conversion of small Structures], which consists of construction and location of limited numbers of new, small facilities or structures, including EV enhancements, pathway security lighting, new Musco sports field lighting, and associated lighting appurtenances; 15304 [Minor Alternations to Land], which allows for minor public alterations in the condition of land which do not involve removal of healthy, mature, scenic trees, including trenching and backfilling where the surface is restored for grading enhancements, landscaping, and irrigation improvements; and where the exceptions listed In Section 15300.2 would not apply.
