Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a commercial cannabis cultivation license. The Project will consist of cannabis cultivation a 75.03-acre property located at 4457 Mountain Ranch Road in Trinity County that is zoned RA (Residential Agriculture) in the County of Calaveras. There are 2 Grow sites referred to as site A and Site B. Site A is 19,215 sq ft and Site B is 22,602 sq ft. Sites sit on hill tops and are both partially gently sloped and approximately 300ft apart. Project is surrounded by forest and small vegetation that’s still recovering from the “Butte Fire Disaster of 2015. The property contains a 25x20 metal Quonset hut which is used for drying, curing and storing, a 40x9 mobile office used for processing, trimming and packaging as well as a 40x9 shipping container used for storing pesticides, fertilizers and garden supplies. Water for irrigation is provided by a 150 gallon per minute rated well fed to six 2,500-gallon water tanks. A solar system for the well and irrigation is being constructed. Emergency power will be provided by a propane generator. Power installation for the 40x9 mobile office and 25x20 metal building will be provided by PG&E. Wastewater from hand washing stations and portable restrooms will be extracted and treated by a contracted waste management company.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. Calaveras County Board of Supervisors certified an Environmental Impact Report (EIR) for the Medical Cannabis Cultivation and Commerce Ordinance Project in January 2018. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
