Reasons for Exemption
The proposed project consists of the removal and demolition of small structures consistent with Section 15301. While modular, temporary classrooms are not specifically identified, the structures in this case are individual small structures, similar to a small commercial structure, with an average occupancy of approximately 30 persons. The project is not located in a sensitive environment, would not result in cumulative impact from successive projects of the same type in the same location, would not have a significant effect on the environment, would not damage scenic resources within a designated state scenic highway, is not located on or adjacent to a hazardous waste site, and would not cause substantial adverse change in the significance of a historical resource. As such, the removal of the temporary structures in this case is within the scope and intent of the Class 1 Categorical Exemption.

Reasons for Exemption
In addition to the Class 1 exemption, the proposed project also qualifies under the Common Sense Exemption, per CEQA Guidelines Section 15061(b)(3). Section 15061(b)(3) states that CEQA applies only to projects which have the potential for causing a significant effect on the environment. An activity is exempt from CEQA where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The proposed project consists of the removal of three temporary, small structures from the SDSU Calexico off-campus center. The structures do not have permanent foundations and ground disturbance would be minimal. No trees or significant vegetation would be removed. The structures would be dismantled and disposed of at an appropriate facility consistent with all applicable laws. Therefore, there is no possibility that the proposed project would cause a significant effect on the environment, therefore the proposed project is exempt from CEQA under CEQA Guidelines section 15061(b)(3).
