Document Description
Coastal Development Permit to demolish two existing residences and construct a two-story, accessory dwelling unit (ADU) duplex. The 0.16-acre site currently has three residences on the parcel. The single-family, one-story residence at 4736 Del Monte Avenue would remain, while the two structures in the rear of the property located at 4736 ½ and 4732 Del Monte Avenue would be demolished to construct the new two-story 2-unit ADU. The town-house style duplex would each be approximately 1,594 square feet and include 2 bedrooms, 2.5 bathrooms with a balcony and attached 2-car garage. The site is zoned Residential-Multiple Unit (RM-1-1) with overlay zones including Airport Land Use Compatibility Overlay Zone (San Diego International Airport and NAS North Island), Airport Influence Area (SDIA Review Area 1 and NAS North Island Review Area 2), FAA Part 77 Notification Area, Coastal Height Limit Overlay Zone, Coastal Overlay Zone (Non-Appealable Area 2), and Transit Priority Area. The site is also within the Ocean Beach Cottage Emerging District and designated for Low-Medium Residential Density (10-14 du/ac) in the Ocean Beach Community Plan.

Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15303 (New Construction or Conversion of Small Structures) which allows for the construction and location of limited numbers of new, small facilities or structures, such as a duplex or similar multi-family residential structure, totaling no more than four dwelling units and is located in an urbanized area; and Section 15332 (In-Fill Development) which allows for in-fill development that is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; the project site has no value as habitat for endangered, rare or threatened species; the approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and the site can be adequately served by all required utilities and public services. The project would demolish two existing residences to construct a new two-story 2-unit ADU, while keeping one-existing residence for a total of three residence on an existing in-fill site. The exceptions listed in Section 15300.2 would not apply. The site is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
