Reasons for Exemption
This project is exempt under Section 15301 of the CEQA Guidelines as the project involves the issuance of Right of Entry Permit DL 2024 06-28 to Shea Homes for repair of existing fencing with no expansion of existing or former use. The approximately 1000-foot section of chain link fence was knocked over, and the repair will consist of standing the fence back up, replacing any bent or broken poles or fence, and replacing concrete footers that were dislodged. The repair will not modify the existing footprint of the fence. All materials will be brought on site via an existing disturbed access trail, and the fencing material will be staged on the access trail while work is ongoing. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
