The El Cerrito Plaza BART Transit Oriented Development (TOD) Master Plan includes five new multifamily residential and mixed-use buildings with a total of 673 new residential units and approximately 2,100 sq. ft. of ground floor retail. A 20,000 sq. ft. public library will be included if the City secures financing. The Master Plan does not include Parcel A South, a 70-unit affordable housing development located at 515 Richmond Street.

The Project site is located on land owned by the San Francisco Bay Area Rapid Transit District (BART) and is subject to Assembly Bill 2923 (Chiu, 2018). Assembly Bill 2923 allows the project to utilize the streamlined, ministerial review process set forth in Senate Bill 35. Ministerial projects are statutorily exempt from CEQA, pursuant to Public Resources Code Section 21080(b)(1) and CEQA Guidelines Section 15268(a); thus, no further environmental review is required.
