Document Description
Cast iron water service pipelines were laid throughout the city of Oxnard between 1949 and 1958. As these pipelines have a roughly 50-year life and as part of the city of Oxnard’s (City) Capital Improvement Projects, the City is proposing to replace the lines in the communities of Kamala Park and Hobson East. Construction will include abandoning and replacing a total of 60,000 linear feet of cast iron pipelines. New polyvinyl chloride (PVC) piping will be used for the new water service lines. Additional components of the project will consist of replacing water meters, fire hydrants, and valves.

Reasons for Exemption
The scope of the proposed Project involves abandoning in place existing domestic cast iron water service pipelines in the areas identified above under the Project Description and replacing them with new 6-, 8-, and 10-inch PVC water service lines. The work will also include replacing water meters, fire hydrants, and valves, and removal and replacement of pavement. The proposed replacement construction will occur within the existing pipeline easements. The improvements will not provide for new, or expanded, use of the system. Therefore, the Project constitutes minor alterations to an existing publicly owned utility that result in negligible or no expansion of use and, therefore, meets the requirements of State CEQA Guidelines Section 15301. The scope of the proposed Project involves abandoning in place existing domestic cast iron water service pipelines in the areas identified above under the Project Description and replacing them with new 6-, 8-, and 10-inch PVC water service lines. The work will also include replacing water meters, fire hydrants, and valves and removal and replacement of pavement. Therefore, the Project constitutes a replacement or reconstruction of an existing utility system where the new utility system will be located within the same easement as the system being replaced; will have substantially the same purpose and capacity as the system replaced; and, therefore, meets the requirements of State CEQA Guidelines Section 15302.
