Document Description
The City will replace an existing drainage system with new green stormwater infrastructure to improve the quality of stormwater effluent. The new storm drain system would consist of approximately 535 linear feet of new HDPE storm drain pipe and six new manholes. The new system would connect to an existing drainage inlet located at the discharge point of the Heritage Commons neighborhood with a proposed network of drainage pipes connecting to the proposed bio retention facility. A new 15-inch reinforced concrete storm drain pipe would convey treated stormwater from the proposed bio retention facility approximately 60 feet to the existing storm drain which outfalls into South San Ramon Creek. The proposed bio retention facility would feature two drain inlets, perforated PVC storm drain pipe, clean outs, subdrains, and a riprap apron at the bio retention outfall.

Reasons for Exemption
The maintenance of the existing storm drain system and connection of the existing system to the proposed new facilities qualifies for an exemption under Class l(b), which applies to "existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services." The proposed replacement of parts of the existing storm drainage system with new green stormwater infrastructure qualifies for an exemption under Class 2(c), which applies to "replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity." Proposed facilities include approximately 535 linear feet of new 30-inch HDPE storm drain pipe and six new storm drain manholes. The Class 3 exemption includes "construction of limited numbers of new, small facilities or structures." The project is consistent with the Class 3 exemption because the project will include construction of a new bio retention facility and associated outlet pipe which will convey treated stormwater from the proposed facility to the existing storm drain system. Project construction activities including excavation, trenching, minor grading and clearing, and soil placement and compaction qualify for an exemption under Class 4, which applies to "minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes." The project will include avoidance and minimization measures to avoid potential impacts to one special-status plant species (Congdon's tarplant), and one special-status wildlife species (whitetailed kite), with potential to be found on the project site. The project would not trigger any exceptions to the use of a categorical exemption as stated in Section 15300.2 of the CEQA Guidelines.
