The project replaces the leaking Our Peak tanks and replaces the Young Tank interior and exterior coatings on the existing tank. Both occur at the existing tank sites and have substantially the same capacity and purpose. The project does not expand use and will reduce system losses to leaks. None of the exceptions contained in Section 15300.2 are present.
