Document Description
The Alameda County Public Works Agency (County) performed a tree evaluation on a stand of very large, tall eucalyptus trees (ranging approximately 60 to 200+ feet in height) within the Five Canyons County Service Area (CSA), located to the east of Five Canyons Parkway in the unincorporated community of Castro Valley, California. The tree report identified trees with irreparable structural and architectural weaknesses of many trees. This stand of trees as a whole is both physiologically and structurally in poor condition from a combination of issues developing over decades. Under agreement to perform CSA services to the Five Canyons Area, the County proposes to remove approximately seventy-eight (78) of these hazardous eucalyptus trees to reduce the risk of failures, such as uprooting trees destabilizing the slope, obstructing drainage, and preventing access during wildfire, that would result in property damage or personal injury while improving the overall health of the stand. The trees will be removed by climbing and saw cutting them into manageable pieces, and lowered safely to the ground using rope rigging when necessary to eliminate damage to the surrounding area. The trees would be processed (chipped or loaded) on site and the debris will be disposed of each day at an approved recycling facility. Tree stumps would be left between 12-16 inches in height for erosion control and slope stabilization, and will be treated to eliminate water sprouts and future growth off stumps. All Best Management Practices (BMP) would be used for erosion control at this project.

The proposed project consists of maintenance and minor alteration to existing facilities involving negligible expansion of use beyond that existing at the time of the lead agency’s determination, and minor public or private alterations in the condition of land and/or vegetation which do not involve removal of healthy, mature, scenic trees for the purpose of public safety and reduction of fuel load.
