Document Description
The Pope Valley Paving project includes removing debris from roadway and shoulders, replacing culverts, digout repairs, pavement reconstruction, conform grinding, roadway tapers, resurfacing the entire width of the road with a levelling course and a wearing course, shoulder backing, replacing and installing new signage, and thermoplastic striping. Safety improvements will include roadway striping, installation of sharp turn warning signs, repairing and upgrading other signs, and installing reflectors above steep grade and sharp curves. All work will occur within the existing travel lanes and shoulder areas. The project shall incorporate best management practices and no removal of vegetation or trimming of trees are proposed as part of these projects, unless it is growing from within 2-feet of the facility.

Reasons for Exemption
Pursuant to Sections 15022(a)(1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed improvements would be considered Categorically Exempt from CEQA pursuant to Section 15301 Class 1-Existing Facilities, which includes the operation and repair of existing public or private structures or facilities involving negligible or no expansion of existing of former use. The proposed improvements would also be considered Categorically Exempt pursuant to Section 15302, Class 2- Replacement or Reconstruction, which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. A key consideration in the appropriateness of using these Categorical Exemptions is whether the Project would be located on the same site and have substantially the same purpose and involves negligible or no expansion of an existing use. In terms of negligible expansion, the proposed Projects will take place within the existing roadway footprints or shoulder areas, and do not include significant expansions beyond existing conditions. The proposed Projects would repair existing roads and shoulder areas. Therefore, it has been determined that the proposed Projects qualify for a Class 1 and Class 2 Categorical Exemption, and have no reasonable possibility of having a significant effect on the environment. There is no reasonable possibility that these projects will have a significant effect on the environment, or damage scenic resources because there will be minimal ground disturbance through the surface treatment of existing public roadways and shoulders; project sites are not listed on any hazardous waste sites enumerated under Government Code Section 65962.5.
