Reasons for Exemption
The Ordinance is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Further, the Ordinance will protect and enhance the environment and San Rafael’s natural resources by reducing local greenhouse gas emissions through reducing the use of fossil fuels by incentivizing additional energy efficiency and electrification measures for remodeled homes; and by requiring all projects to incorporate green building measures included those related to water efficiency and conservation, material conservation and resource efficiency.
