Document Description
This project will replace various aging mechanical equipment at Digesters C, D, F, and G at Plant No. 2. This includes four high rate mixing pumps, four heat exchangers, four recirculation pumps, two sludge transfer pumps, and associated piping. All equipment will be replaced in kind except for the high rate mixing pumps which will be upgraded to chopper pumps. Additionally, the project will replace aging digester gas balance lines for a total of 100 linear feet, repair digester concrete bridge, and install steel support frames at bridges between Digesters C-D, D-I and F-G.

Reasons for Exemption
The project is exempt from CEQA under the Class 1 categorical exemptions set forth in California Code of Regulations sections 15301. Section 15301 (Class 1) exempts from CEQA “the operation, repair, maintenance … or minor alteration of existing public or private structures, facilities … involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination” including “(b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.”
The project is exempt because it involves repair to existing facilities by replacing aging mechanical, piping and electrical, assets which does not involve expansion of use of the digesters.
