The Project will replace seven existing light rail traction power substations with newer and more efficient substations of similar capacity. The purpose of the Project is to help VTA maintain the light rail system in a state of good repair. The Project is needed because seven traction power substations are reaching the end of their useful life of 25 to 30 years.

This Categorical Exemption refers to “Replacement or Reconstruction”, which “consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replace”. CEQA Guidelines Section 15302 applies because the Project involves the replacement of existing substation structures with new substations at the same site with the same purpose and capacity.
