Document Description
The purpose of the Grand Avenue Lakeland Village Sewer Extension Project is to utilize the American Rescue Plan Act of 2023 (ARPA) funds for a disadvantaged community in order to extend sanitary sewer service to a property currently reliant on a septic system. Beneficiaries of the project are the patrons of the Lakeland Village Community Center (LVCC). The project will install approximately 112 linear feet of 8-inch PVC sewer main, replace one existing manhole, addition of one new manhole, and install two new sewer laterals, all located within public right-of-way. The project will also include on the LVCC property the demolition of eight septic tanks and diversion structures, abandonment of the leach field, and extension of on-site piping to connect existing buildings to the proposed sewer main. One of the new sewer laterals will be connected to the LVCC building and the second lateral will remain capped until needed in the future. The proposed sewer extension is off an existing 8-inch diameter sewer main on Grand Avenue which currently terminates in front of the main entrance road to the LVCC.

Reasons for Exemption
The Project is categorically exempt from CEQA under the Categorical Exemption section 15303 Class 3(d), which excepts from CEQA any project that entails the “construction and location of limited numbers of new, small facilities or structures.” The installation of two new laterals, a new manhole, and piping on the LVCC property are new construction of limited small facilities and thus fall squarely within the categorical exemption.
