Document Description
The purpose of this project is to utilize American Rescue Plan Act (ARPA) Fiscal Recovery Funds for disadvantaged communities to replace undersized water lines with pipelines that meet current EVMWD design standards. The project will benefit customers in the area by providing standard fire flow capacities and ideal residential water pressure. The project will replace two existing 1.5-inch diameter water pipelines with 8-inch diameter PVC water mains. The project will abandon the existing water mains in place and construct 1,350 linear feet of new pipeline within public rights-of-way (ROW) along Ranspot Avenue and Peeler Avenue from Landerville Boulevard to Adelfa Street. Thirty-one existing 1-inch water service lines within Ranspot Avenue and Peeler Avenue will be connected to the new pipeline with new water meter boxes and ¾-inch pressure regulating valves. The project includes approximately 20 feet of water pipeline work at the intersection of Anthony Avenue and Adelfa Street and the connection of seven existing 1-inch diameter residential water service lines to an existing 12-inch water pipeline with new water meter boxes and ¾-inch pressure regulating valves along a 350-foot stretch of Hayes Avenue beginning at Landerville Boulevard.

Reasons for Exemption
The Project is also categorically exempt from CEQA under CEQA Guidelines Section 15302(c) Class 2 – Replacement and Reconstruction, which exempts from CEQA any project that consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The Project will replace the existing utility facilities involving negligible or no expansion of capacity because it will replace undersized lines with pipes that have diameters consistent with EVMWD’s design standards.

Reasons for Exemption
The Project is statutorily exempt from California Environmental Quality Act (CEQA) under CEQA Statute Section 21080.21 (CEQA Guidelines Section 15282(k) – Other Statutory Exemptions), which exempts from CEQA “any project of less than one mile in length within a public street or highway or any other public right-of-way for the installation of a new pipeline or the maintenance, repair, restoration, reconditioning, relocation, replacement, removal, or demolition of an existing pipeline.” The Project entails construction within the public right-of-way that will allow the District to repair and replace an existing subsurface pipeline that is less than one mile in length and that is within an existing public right-of-way. The Project thus falls squarely within this statutory exemption.
