The Project is limited to the following activities: 1. Realignment of Airport Creek 2. Filling of unnamed tributaries to Pruitt Creek 3. Filling of unnamed tributaries to Airport Creek 4. Filling of unnamed tributaries to Caletti Creek Airport Creek will be realigned by creating the new channel alignment south of the existing alignment to account for roadway, parking, and building pad construction that is part of a larger project. The existing channel will then be filled. All work will be conducted when the stream is dry. The unnamed tributaries to Pruitt Creek and Airport Creek will be filled as part of the larger project. The unnamed tributaries to Caletti Creek will be partially filled as part of the larger project. The realignment of Airport Creek and the filling of unnamed tributaries will result in 0.59 acres and 2,824 linear feet of permanent impacts to stream and riparian habitat. The Project will also result in 0.12 acre of permanent impacts to the 100-year floodplain. No temporary impacts will occur. The Project will remove the following trees: ? 2 coast live oaks (Quercus agrifolia, diameter at breast height [DBH]: 10 inches and 6 inches) ? 1 valley oak (Quercus lobata, DBH: 18 inches) ? 1 Monterey pine (Pinus radiata, DBH: 19 inches)

Reasons for Exemption
The Project is consistent with the Town of Windsor 2040 General Plan, for which the Town of Windsor General Plan Update Environmental Impact Report, was certified by the Town of Windsor on April 4, 2018. The Town of Windsor approved the Shiloh Business Park Project on February 7, 2024. According to the Shiloh Business Park Project General Plan Consistency Checklist Pursuant to CEQA Guidelines Section 15183, dated November 7, 2023, there are no environmental effects of the Project: 1) that are peculiar to the project or the parcel on which the project would be located. 2) that were not analyzed as significant effects in a prior EIR on the zoning action, general plan or community plan with which the project is consistent. 3) that are potentially significant off-site impacts and cumulative impacts which were not discussed in the prior EIR prepared for the general plan, community plan or zoning action. 4) that are previously identified significant effects which, as a result of substantial new information which was not known at the time the EIR was certified, are determined to have a more severe adverse impact than discussed in the prior EIR.
