Document Description
The project consists of the construction and operation of a new 3,200 sq ft library in Springville. There are currently no library services in the community. The proposed library will infill a County-owned vacant lot between the United States Post Office and the Wild Oak Coffee House. The proposed library building will include three areas
that will be furnished and include library book collections, a children’s area, a staff office with an adjacent circulation desk, two restrooms, a vestibule with an exterior accessible book drop, and a community room with access to outdoor patio seating. The building layout was designed so that access can be provided to the community room, restrooms, and vestibule for special community events without opening the rest of the library facility when the library is closed. The project also includes six parking spaces with one being ADA accessible, limited landscaping, and the necessary public utility connections. The project architect incorporated community ideas into the project design and the building finishes were selected to complement the community architecture and local setting.

Reasons for Exemption
On November 10, 2020, the Board approved the purchase of a 0.45-acrea parcel located at 35701 Highway 190, Springville, CA 93265 for the purpose of developing a new branch library in the community of Springville and authorized an NOE to be filed with the County Clerk, finding that the project was exempt from CEQA pursuant to the General Rule Exemption (CEQA Guidelines § 15061(b)(3)) and categorically exempt pursuant to § 15303 New Construction or Conversion of Small Structures.
The purchase of the property resulted in a change of the site address to 35697 Highway 190, Springville, CA 93265. Tulare County has reviewed the project for consistency with the Tulare County General Plan, Springville Community Plan, and previously filed NOE and finds and reaffirms that no project or regulatory changes have occurred and there are no new potential impacts since the original NOE was posted in 2020. This action is consistent with CEQA Guidelines Class 3, Section 15303, New Construction or Conversion of Small Structures; in this instance, the development of a community library less than 10,000 sq ft in size. Therefore, the application of CEQA Section 15303 is applicable and appropriate for this project.
