Document Description
The ordinance prohibits the use of gas-powered leaf blowers (GLB) within city limits with some limited exemptions. Use of GLBs wil be exempt from the ordinance when used in the maintenance of parcels of 10 acres or more, used in the maintenance of DeLaveaga Park, Depot Park, Harvey West Park, Neary Lagoon, San Lorenzo Park, Rail Trail, University Terrace Park, and West Cliff, and when used by or at the direction of emergency responders. Prohibiting the use of GLBs will benefit city residents by decreasing greenhouse gas emissions, improving air quality and reducing noise pollution.

The ordinance is exempt from CEQA under the general rule, 15061(b)(3), because it can be seen with certainty that the provisions contained in the ordinance would not have the potential for causing a significant effect on the environment. Additionally, the ordinance is exempt per CEQA Guidelines Section 15308, Class 8, Actions by Regulatory Agencies for Protection of Natural Resources, since the proposed ordinance would institute regulatory requirements intended to protect the environment.
