Document Description
The purpose of this project is to improve the level of service at the intersection of Parlier Avenue and Newmark Avenue within the City of Parlier. The project includes the construction of a one-lane roundabout with drought-tolerant landscaped center and splitter islands, stamped concrete, curb and gutter, park strips with drought-tolerant landscaping, and ADA curb ramps. The beneficiaries of the project include residents of the City, students walking to and from school, and all pedestrians and drivers crossing the intersection.

Reasons for Exemption
The proposed project is a Class 1 exemption under Section 15301 - Existing Facilities. "Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety, and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes)." The proposed project consists of installing a roundabout and ADA curb ramps within the existing operational right-of-way. The project will not create additional automobile lanes and will not result in the expansion of existing use.
