Document Description
The project proposes a Neighborhood Development Permit to construct a two-story 4,109 square-foot (sf) new single-family residence with a basement level on a vacant lot with Environmentally Sensitive Lands (Steep Hillsides), located on Branson Place near the corner of Brant Street. The 0.'11-acre site Is In the RS-1-7 and OR-1-1 zone and Is designated Residential - Low: 5.9 Dwelling Units per acre within the Uptown Community Plan area, The site Is within the following overlays: Airport Land Use Compatibility Overlay Zone (ALUCOZ) and Airport Influence Area for San Diego International Airport (SDIA Review Area 1) and Naval Air Station North Island (NAS North Island - Review Area 2), Parking Standards Transit Priority Area (PSTPA), Transit Area Overlay Zane (TAOZ), and the Transit Priority Area (TPA), LEGAL DESCRIPTION: Map 1846, Lot H, Crescent Knoll, City of San Diego, County of San Diego State of California.

Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15303, New Construction or Conversion of
Small Structures; and where the exceptions listed In Section 15300.2 would not apply. The project meets the criteria set forth in CEQA Section 15303, which consists of construction and location of limited numbers of new small facilities or structures. Since CEQA Section 15303 allows for the construction of a single-family residence In urbanized areas, utility extensions, of reasonable lengths to serve such construction, and accessory (appurtenant) structures, this exemption was deemed appropriate. The site Is not included on any list compiled pursuant to Government Code Section 6596-2.5 for hazardous waste sites.
