Document Description
The District proposes to modernize the existing HVAC systems in Building C ((Multi-Purpose room [MPR]). Modernization will include the following improvements to the Auditorium/MPR’s HVAC system:
- Install three new high volume low speed fans in MPR for air circulation.
- Install one outdoor heat pump and twelve indoor fan coil units for cooling and heating.
- Install one utility supply fan for fresh outside air.
- Provide 120V Circuiting to the new ceiling fans and a/v equipment and supply fan.
- Provide 460V Circuiting to new outdoor heat pump
- Provide 208V Circuiting to new indoor fan coil units.
All project improvements will occur on campus, and no off-site improvements will be included as part of the proposed project. All landscaping will be protected in place, and no demolition of campus buildings will occur during project implementation. The project does not involve an increase in student capacity and is intended to improve building occupancy comfort and energy efficiency.

Reasons for Exemption
The proposed project will modernize the existing HVAC system of the existing Auditorium/MPR on the Newport ES campus. The proposed improvements are exempt from CEQA under the Class 1, Existing Facilities (Section 15301), categorical exemption because the proposed project includes the operation, repair, and maintenance of the mechanical equipment within the existing Auditorium/MPR. The proposed project will not include the construction of new buildings on the campus, expand the campus boundaries, or increase occupancy capacities. Additionally, the proposed project will not change the existing use of the campus, and will not require any off-campus improvements. Thus, implementation of the proposed project will result in minor changes to the existing Auditorium/MPR building, will not disrupt the existing conditions of the building, and will not involve major changes to the existing Auditorium/MPR or Newport ES campus.
