The District is submitting the 2024 PM2.5 Plan for the 2012 PM2.5 Standard demonstrating the District's ongoing efforts at attaining the 2012 PM2.5 Annual Standard as expeditiously as practicable. but not later than December 31, 2030. The 2024 PM2.5 Plan addresses Clean Air Act requirements for contingency measures, quantitative milestones, reasonable further progress, and demonstrations that state and local measures meet or exceed Most Stringent Measures.

Reasons for Exemption
The project is a plan to attain the 2012 PM2.5 Annual Standard as expeditiously as practicable, but not later than December 31, 2030. District staff concludes that there is substantial evidence in the whole record before the District that the proposed project would not cause any adverse impacts on the environment. The District finds that the project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines §15308 (Actions by Regulatory Agencies for Protection of the Environment), and finds that the project is exempt per the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment (CCR §15061 (b)(3)).
